With clean user dir, simply do the following: 
1. Create new PHP project.
2. Create new PHP file.

Result: exception comes (log is attached).

Product Version: NetBeans IDE Dev (Build 2008-07-16_12-32-17)
Java: 1.6.0_04; Java HotSpot(TM) Client VM 10.0-b19
System: Windows XP version 5.1 running on x86; Cp1251; ru_RU (nb)

I guess this issue is related to the lazy explorer. (Yardo, could you verify please?)
