According to the Permanent UI specification for NB IDE [1] there are following problems with 
*Create JUnit Tests...* menu item(s) in Tools main menu of the NB IDE

1, Create JUnit Tests... menu item is missing in Tools menu

Please, follow the UI Review process [2] to get the changes approved or fix it

this is dynamic menu item. It is available in a context only.
Fixed in permanent ui spec definition
