The Build menu item is OK, but all the other ones have a & character in front of them

The & indicates the mnemonic position. Would be better to strip the ampersands before display.

RESOLVED LATER only means it won't get into current or next release, it doesn't mean WONTFIX, see
http://wiki.netbeans.org/IssueLifeCycle#section-IssueLifeCycle-EvaluatingIssues. 

Regarding this particular issue, I'd even consider current behavior correct, developers are IMHO used to seeing
mnemonics as ampersands instead of underscores, e.g. in GUI design window.
