It is not possible to link a comment to a transition. Clicking on the "Link Comment" in the Palette and then on a
transition results in a new comment box being created immediately at that location, instead of a dashed line appearing
allowing to link the transition to an existing comment box.

I've noticed this on the state diagram editor, but I assume it applies to all the other UML diagram editors as well.

looks like an enhancement request here since this linking comment to edges is not yet supported.

In version 6.7 of Netbeans this still isn't possible. It seems such an obvious functionality! Am I really the only one
would who like to see this?
