stable uc page says web server module is meant to be translated but

- if its from nb repos and built by nb BE, the files are not in uc kit for 6.1;
please add them and verify in kit

- if its from another repos at Sun, as per stable uc requirements, a process equivalent
to that done by netbeans team is needed - ie accuarate and automated generation of l10n kits,
put back location for translations, automated and repeatable and publically availble
build ml nbms of the module
