1. Add Web Servce (http://www.webservicex.net/usweather.asmx?WSDL).
2. Rightclick it and choose "Test Method".
3. Enter value in "Test Method" dialog and click Submit.
4. Click appeared result. Modal dialog with result appears.
5. Click Help button in this dialog or F1 key.

Result: Help appears with topic "Add Web Service Dialog Box".

The mentioned dialog has changed since this issue was reported, but the Help button there was not working even in the recent builds. I have removed the Help button as there doesn't seem to be a help page for web service testing.
