latest release61 build 200804020122 with new userdir
1. Open Tools->Options->Keymap.
2. Open e.g. Project category and attempt to e.g. assign Alt-F11 to Build Project action.
3. Click OK in the Options dialog.
4. Reopen Tools->Options. The assigned keys are gone (they also do not work; restart does not help).
P1 since it is a serious regression.

reproducible. It worked in 6.0.1

I have managed to reproduce it once, but all subsequent attempts were succesfull. Marking as RANDOM.

fixed in core-main (reverted fix for #104878)
i suppose this fix should go release61 as well, right?

QE will verify asa the build with fix is available
