If servlet has empty URI property then servlet configuration dialog should 
appear with execution to force user to set it.

It is displayed if the URI hasn't been set. Note that URI can be empty
string.

If you remove URI property (NbAttrURI), configuration dialog appears
during execution.
Verified with FFJ4.0EA build 010318

Resolved for 3.4.x or earlier, no new info since then -> closing.
