I noticed is that in Tools > Plugins when a user selects the ClearCase plugin to install, the little information pane to
the right has a link to http://versioncontrol.netbeans.org/clearcase/.  But then after the install, when a user goes
back into Tools > Plugins and clicks on the ClearCase module in the list of installed modules, the
http://versioncontrol.netbeans.org/clearcase/ URL is not displayed.

Plugin Manager cannot help there too much, a loaded plugins in NetBeans module system doesn't provide such information.
Either file RFE on module system to enlarge module's metadata or use simple use plugin's description and state html tag
with Url there. Plugin Manager will render it and make it clickable.
