Please see attached print screens, a help tooltip window is always in the same position. It should flow with changed JSP
Completion list or it can be positioned right to the tooltip window. It should be also movable and it should be possible
to pin the window in given position or something.

This old bug may not be relevant anymore. If you can still reproduce it in 8.2 development builds please reopen this issue.
