1. Create Synchronous Sample
2. Open SynchronousSample.wsdl
3. Select Messages->requestMessage in navigator
4. invoke popup menu
Cut, Copy, Delete ... action are disabled

5. Select Messages->requestMessage in tree view of the WSDL editor.
6. Invoke popup menu
Cut, Copy, Delete ... action are enabled

By design, the wsdl navigator does not allow copy paste actions.

IMO in this case it is better to remove (cut/copy/paste) from wsdl navigator nodes menu.

From user point of view both navigator tree and wsdl editor "Wsdl tree view" looks absolutly the same and it is 
expected to have the same functionality.

This old bug may not be relevant anymore. If you can still reproduce it in 8.2 development builds please reopen this issue.
