In project properties - > API Versioning :
  Public Package list allows selection of only one element at a time which makes it difficult to check large number of 
               elements.

I guess it's about apisupport module.

Although it is generally discouraged to export many packages from a module, it might be useful for library wrapper modules.

You can use <subpackages> in project.xml but we provide no GUI for it.
