NetBeans updated the spec version from 2.7.6 (the Antlr release) to 2.8. Since
Antlr is a 3rd-party application we should track the released version in the
spec version.

Perhaps we should add a comment to cnd.antlr/manifest.mf stating that the spec
version of this module should *not* be updated each release (and why).
