Currently, the "View Admin Console" menu item in Tomcat's popup menu may fail in some situations:

- The server is not started
- The admin application is not installed

These situation should be detected and the user should be advised how to remedy them. E.g. if the admin app is missing,
the IDE could display a warning dialog about this, which would have a link to the admin app download page.

When the server is not started, the IDE could silently start it.

Marking this as a usability bug.

I think the correct solution is to remove this item for 6.x servers completely as just not makes sense - for 6.x no such
thing as admin console exists.

For 5.x, I'm not sure - perhaps to have it disabled when server is not running (start the server could be a bit
heavyweight solution, but I don't have any strong opinion about that).

Since Admin console is no longer supported by Tomcat 6.x.  "View Admin Console" should be removed from the server menu.
