I've edited NetBeans' ide.cfg file (v3.2 build 39 running under Sun's JDK 1.3.1) to select the Windows look & feel (-ui com.sun.java.swing.plaf.windows.WindowsLookAndFeel). Although most of the main interface is picking up the Windows system colours okay (though I'm surprised the MDI window's background is using the Desktop colour rather than the Application Workspace Background colour), the "Welcome to NetBeans" window still appears in silver/grey (despite nothing in the windows colour scheme I use being set to that colour).

Welcome panel is a special dialog created by design engineer. It has defined own background independ on Look and Feel.
It's still a problem in 3.3 beta 1 - *most* of the welcome screen ignores the WindowsLookAndFeel setting and/or windows colour scheme (appearing with a grey background), and yet the scroll bar in the Tip of the Day text field and the area just below the "Previous Tip" button are using the Windows colours just fine.

Closing as wontfix. As I was told by UI the reasons are: The colors are overriden intentionally to allow branding of colors of the Welcome window. Therefore it doesn't reflect L&F. It is considered to be a special window always with its typical brand colors (even currently almost matching default L&F).
Fair enough, though since I'm not using a default scheme it's far from "almost matching" and just looks out of place with the main window open behind it. Regardless, they may still wish to do something about the bit just below the "Next Tip" and "Previous Tip" buttons (and also the scroll bars in the Tip text field), which _is_ picking up one of my Windows colours (so there's a solid beige rectangle down near the bottom of an otherwise all-grey window...)
