I have the following javase distribution
Product Version: NetBeans IDE Dev (Build 200801240000)
Java: 1.5.0_13; Java HotSpot(TM) Client VM 1.5.0_13-119
System: Mac OS X version 10.5.1 running on i386; MacRoman; en_US (nb)

Steps to reproduce:
-Install "Web Services" (that needs to install "Web Applications") but on the last panel select "Restart IDE Later" and
push Finish
-Try to install BEA Weblogis Server that requires Web Applications -> It is not possible to install it bacause some
plugins are waiting for the restart IDE.
-->> The java.security.AccessControlException appears in the console

-Click on the restart icon at the right bottom corner - Yes/No dialog appears
-Push Yes button

-->>Ide doesn't restart and have to be restarted manually to do desired installation

Verified. The part with the restart works fine, but the exception is still in the console. Reopening the issue and
decreasing its priority to P4 because the unfixed part is not so serious to be P3.
