XML Entity Catalogs node in the Runtime tab is empty after first start of IDE.
User has to mount catalog explicitly.
It causes parse error of generated XML binded to WebRowSet (JDBC module).

It is intentional that no catalog is mounted by default.
Do you want to add a API so your module can check whether desired
catalog is mounted and mount it if it is not?

I think it would be useful to have a possibility to mount the catalog 
from JDBC client since WebRowSet doesn't work without it [if a user 
has no internet access].
I agree with adding the API.
