currently, the IDE triggers a shutdown for servers that were started by the user during an IDE session as the IDE exits.

It would be nice to allow the user to decide whether the server should be shutdown... The UI for this would probably
need to be on the property page for the server instance/domain... but the code that acts upon the user's wishes is
probably in the j2eeserver layer.

There have been a number of threads where folks are confused by the current behavior.  I think a number of them would
like to see it changed.
