After upgrade from Tiger to Leopard installer can't find upack. Before upgrade installer works fine.

I guess this the priority of the issue should be raised to P1 and should be fixed in release60 branch.

Even though Leopard is not a targeted platform for 6.0 and the issue occur only in case of Tiger updated to Leopard 
(Ivan confirmed that it is not reproduce in case of a clean leopard installation), I do think that there would be many 
users that would do such an upgrade in the nearest half a year (before the next 6.1 release). 

Your know, about 2 millions of Leopard has already been sold.

I'm ok to promote it to P1. Based on Ivan this is a safe fix.

The fix is already in RC branch and QE has verified it
