Fixed in trunk, this happened when there was an invalid web.xml file.

Checking in Bundle.properties;
/cvs/web/refactoring/src/org/netbeans/modules/web/refactoring/Bundle.properties,v  <--  Bundle.properties
new revision: 1.3; previous revision: 1.2
