-when the user installs IDE distro with Mobility then he gets the bundled WTK platform out-of-box
-there is no need to offer this user the same WTK from AUC
-when the user downloads the WTK from UC then he gets platform names collision

When you install and then detect two identical platforms then you will have platform name collision - it is as designed.
To filter out already bundled WTK seems to me more like a new feature.
