The RepositoryTranslatorImpl class that performs required units creation timestamp check has very error-prone code. In
particular, these time stamps are stored in 3 (!) places (in memory):
1) in IntToStringTable corresponding to each unit
2) in unit2timestamp map
3) in RequiredUnit instances that reside in unit2requnint map
Upon shutdown, these timestamps are stored multiple times into master index:
1) For each unit time stamp is stored
2) For each unit, when writing the list of its required units, timestamp is written too

This bug was reported against NetBeans IDE 6.0 or an older release, or against a non-maintained module. NetBeans team does not have enough resources to get to this issue, therefore we are closing the issue as a WONTFIX.
