[ JDK VERSION : 1.6.0_02 ]

I have application.properties, application_en_GB.properties and
application_en_US.properties files in the file system.  I have the OS
file manager up and I drag application_en_GB.properties into the
NetBeans editor window and find that instead the
application.properties file is open.  I seem to be prevented from
opening the locale-specific properties files through this means.

I reproduced it on Linux, by dragging a localized file from a Gnome's file manager window.
