1. Create newLoanApplication schema.
2. Popup menu for newLoanApplication.xsd - > Save as Template... - > XML -> OK.
3. Tools -> Templates -> XML -> select template just created
4. Popup menu on the template -> Rename...
5. Type some new name, press OK.
Result: refactoring dialog comes.

Evidently, the first dialog in unnecessary.

This bug was reported against NetBeans IDE 6.0 or an older release, or against a non-maintained module. NetBeans team does not have enough resources to get to this issue, therefore we are closing the issue as a WONTFIX.
