I think the projects should be as most independent (on server) as possible.

For example AJAX "File upload" project depends on JSF1.2 and JSTL1.1, but it suppose that server contains them already
(it is not true for tomcat 6.0 for example).

blueprints is for a J2EE 1.4 server. Tomcat is not, so manual steps is a given.
Moving to enhancement. Anyway ,the blueprint sport is now in maintenance mode: no new features..
