instrument trunk build 200709232125

. Add an operation in the class element.
. Select this operation. In properties sheet window, click parameter's ... button
  to open Parameter customizer.
. Add a new parameter. 
. Click Add Range button. Notice collection pull down menu is empty
. Click OK to close parameter customizer
-- The new added parameter is not defined as array

This issue appears in Interface element as well.
