1) Open IceBrowser window
2) and put file:/// into

The IceBrowser change the URL to file:/ and generates a HTML page for the folder content. 
Unfortunatelly if you try to go to a directory or view a file - you'll see only an empty window.

works on Linux. There are problems on Windows.

Waiting until Icebrowser 5.2 will be available (this release should solve
problem with cookies and hopefully will be jdk1.4 compatible).
