There are many bugs related to state when debugger core is installed but no
debugger implementation is installed (neither tools debugger nor JPDA debugger).

jglick@netbeans.org reported one of the problems:

[aug 31 qbe1] SecurityException thrown when debugger core module is
enabled. It is an autoload; initially it was off, but after turning on
some modules which use it (applet I think) it was on and then threw
this exception.

The SecurityException is thrown if you load the Applet module. If you
load the RMI module (also depending on Debugger Core), the Debugger
Core is loaded without any exceptions.

I do not know whether the bug is in Debugger Core or in Applet - needs
more investigation.
