The control-TAB facility gives you a little list of files to switch through. Weirdly, they include the "Output" window that by default is at the bottom of the screen and in view. Only windows that are not currently in view, that you might want to switch to, should be in there.
CND is not the right category. Trying editor....
Can you attach screenshot, please? It works for me - it provides only files which are opened in editor area

the output window shall not be appearing in the editor area. That's probably something in window system.
Your screen shot shows that Output window is considered to be of editor type in your layout. You can see it from control buttons that appear in upper right corner of the output area. However, by default Output is of view type, not editor. I don't know how Output can change its type, perhaps when window system data are corrupted somehow by IDE/JDK crash or modules uninstall. timbray, please try to reproduce with clean user directory and attach exact steps that leads to error, then reopen the issue. Unfortunately without reproducible steps I'm not able to fix.
