Introduce constant needn't to add public static final modifiers to new field if it is located in interface.

This bug was reported against NetBeans IDE 6.0 or an older release, or against a non-maintained module. NetBeans team does not have enough resources to get to this issue, therefore we are closing the issue as a WONTFIX. This old bug may not be relevant anymore. If you can still reproduce it in 8.2 development builds please reopen this issue.
