[release32 apr 13] I had a project using release32 apr 11, in which I had some windows docked into Editor mode, and this internal frame was maximized. After starting w/ apr 13 build, I get the correct top components and the mode is correctly maximized, but it is too big for the free area, so scrollbars appear (see screenshot).

updating subcomponent to window system
I tried it with oct 09 build it works for me.
I apologize for typo, comment above is for another bug. This issue is valid.

Described behavior (the scrollbars appeared) isn't seen in Nov 13 build. It works for me.
Hmm, I'm pretty sure this still happens to me in dev nov 12, but I haven't been paying close attention. The Editor mode is almost never in the correct size for me after a restart, I always have to either maximize it or unmaximize and remaximize. Will reopen with details if I get some.
Definitely still broken. I had shut down [dev nov 12] with no editor windows open. Now I start up [dev nov 13], probably resize the main window a bit to fit the screen better, then Alt-Sh-O and open a source that way. It appears, but see screenshot.

Interesting thing I just found. With the screen in the config shown in the last screenshot, begin dragging the separator for the Output Window down some, say a few centimeters, until there is enough space in the "free area" for the vertical height of the editor window to appear. Suddenly the editor window "snaps" into position filling the whole free area exactly, and as you continue to drag down, it expands to match. But if you drag up again, the editor window is not resized to match, and the scroll bars reappear. Furthermore, you are back where you started except that the editor window is now taller (from the dragging down) and so does not start resizing to match the dragged separator until you go below where you last dragged down to, etc. If you click Unmaximize and then Maximize on the window controls for the Editor internal frame, any scrollbars disappear, it fits the free area exactly, and dragging up and down work fine and resize the editor window to match. After closing and reopening the editor window, it is still OK. So it seems that something is messed up just when the mode is first displayed after startup.
Target milestone -> 3.3.1.
Jiri, please take this one - it will probably fall into two bugs - maximization bug (maximized editor should be maximized after restart and wasn't) should be indeed fixed, I fixed in several days ago (on Sunday?). Second things Jesse mentions in last comments can have connection with 16663, which is half-fixed now by me and I'm going to evaluate it more. Let me know if my assumption is right etc.
Dafe, you are right, the editor window is maximized (and without scrollbars) after restart IDE correctly - the first part of issue is fixed. Second part, I can reproduce it in Jan 09 build. I docked Output window to the bottom and I normalized Source editor then I moved size of Output window (desktop size done smaller then editor height) it leaded to the vertical scrollbars were displayed (looked as Jesse's screenshot).
Target milestone -> 3.4
Evaluation: the first part of this issue was fixed, the second part is duplicate of the issue 17428. *** This issue has been marked as a duplicate of 17428 ***
