not just related to i18n

see gif - the first column of the window does resize to show all of its label.
Normally, user is expected to resize such column jtable kind of controls,
but in this case, the control does not operate on the first item;
making the other cols bigger or smaller has no effect, nor does making the right side of the window
bigger nor making the entire plugin mgr window bigger.

that is, for jtable kind  of items, it is ok that not all of label not show when window appears BUT it is expected
that the jtable control will be able to be used.

this happens on the other plugin mgr windows for that same first column.
