The Go to Rails Action/View action should be disabled when no project is open. Users tend to browse the main menu during the very first start up. All actions 
that do nothing at that moment should be disabled. This action should probably be enabled only if a ruby file is open (?).

Agreed. There's also issue 101846 which calls for the action to only show up in the menu when there's a Rails project in the context, but I can't get the 
suggested technique.

Getting rid of 'ui' category. Will use right subcomponent and UI keyword. 'code'
when none subcomponent fits.
