If mouse is used to click on the toolbar button, the button is displayed in a state that indicates it is enabled.
However, using shortcuts would not do the same.

Fixed. Now all the tool bar toggle buttons (i.e. Select, Pan, Marquee Zoom, Interactive zoom, Navigate Link)do reflect
their states when being selected by short cuts.
