ide cluster is not a good place for modules like CSS visual editor.

I do not agree. Just because the editor is visual does not mean that it cannot be in IDE cluster (form is in ide cluster
too). CSS is used many different scenarios (ruby, php, ..), this is why the CSS editor is in ide cluster and visual
editor should be as well.
