1. Create CSS document
2. Click somewhere in the editor (do not select any css rule)

Style builder has 'No Preview' message not from pseudo localized bundle file.
I'm running in the Japan locale, using a pseudo localized Netbeans.

There is a message in css jar bundle of NO_PREVIEW = No Preview Available
and it is pseudo but not a msg of just No Preview
