As designed. This is "feature" that allows you to dock component to the mode that has all contained components closed at a time. Consult the UI and if current approach is wrong, I will disable non-visible modes.

This is really bad example, you'll never open 56 different forms in one IDE session. And I'm not saying I don't want to fix it, I just want UI group to decide. Remember that if closed modes will be removed from the menu, it will not be possible to dock component for example to editor mode until some editor component will be open. Which is a usability restriction I think. May be, form editor can create its own mode and dock all forms into its mode, which will repair the problem and forms will be in one frame, accessible by tabs, similarly like editor windows.
