Unable to create page fragment using DnD.  This is the primary usecase.

Steps:
1. drag a palette > layout > page fragment box onto designer (ee5)
2. press Create new fragment button

IOException is thrown (attached)
java.io.IOException: Can't find template FileObject for Templates/JSP_Servlet/PageFragment.jspf

workaround:
right click project > web Pages and create a page fragment using menu's.

FYI: I think this was introduced by Pavel (related to his work on fixing categories in new File Wizrd) on thursday and 
fixed by him on Friday.

Fixed now. The templates are re-arranged. So, it need to fixed in the Page Fragment Panel also.
