build 0612

1. Create WSDL document
2. Open Partner view
3. Open Palette with WSDL Components
4. Drag Message component to the view
5. Look to the text near the mouse pointer

While dragging components from the palette their names are coming not from pseudo localized bundle file.
I'm running in the Japan locale, using a pseudo localized Netbeans.
