I suggest adding text to the top of the dialog like:

* Register libraries here to simplify adding them to your projects. 
* Use the Sources tab to associate the library's source code with its binary for debugging purposes.
* Use the Javadoc tab to make that library's documentation available from the IDE.

This old bug may not be relevant anymore. If you can still reproduce it in 8.2 development builds please reopen this issue.
