I discovered that the module xml/schema/refactoring in xml cluster depends on
java api.  This causes the whole cluster to depend on java cluster.  This is wrong.

Even though this is not data loss I mark this as P1 because xml cluster is in
the "base ide" group of clusters and in always installed by the installer.  This
forces ruby users to have to have java installed even if they want only ruby
support.
