[nb_r31](36) -> [nb_r32](10), [jdk1.3.1](rc1)

I test compatibility nb_r31(multiuser) and nb_r32.
I create userdir in nb_r31, and use the same directory for nb_r32.

During start-up you obtain exception ClassNotFoundException: DesignModeAction
and TestModeAction.

I set shortcuts(nb_r31) for these actions, but in nb_r32 aren't
(Design/Test)ModeAction.

this is a bug in core which should ignore shortcuts bound to unknown actions

The exception should be just printed to the log file. In such case it is
designed behaviour.

As you can see, this exception isn't just printed to the log file, but open
Exception dialog (attachment), too.
