We currently do a whole bunch of unnecessary work when the user does Run File on
a JSP of a directory deployed project....

While the user can do save, application switch, reload.. that is at least 3
keystrokes instead of 1.

The IDE has enough information to do the right thing on Run File, so forcing
users to do it instead is a usability issue.
