When you first start nebeans it asks: "Please enter the name of the dir where 
your user files should be stored"
a. there is no browse bar
b. people do not know what this is, it should be delt with automatically.

certainly won't fix for 3.2.  For 3.3 the way how userdir is set up will change.
 We'll address this issue then.

since NB 3.4 the userdir dialog is gone which makes this RFE a non-issue
