for Top-node , isn't possible change form encoding from UTF-8

In fact we're going to remove the option to change the form file char encoding.
 UTF-8 is used. Period.  Changing the encoding doesn't provide any benefits and
can cause a lot of troubles

Change form encoding property isn't settable.
