on the 'installed' tab of the plugin manager, there is a 'deactivate' plugin on
the selected item.  to make the UI more consistent and flexible, this button
should be moved next to the 'uninstall' button and work with the check boxes. 
this would also provide the benefit of allowing the user to work with more than
one plugin at once, as with every other operation.

i'm calling this a defect and not an enhancement because the UI is inconsistent
even within the dialog.  feel free to change to an enhancement if you disagree.

just my 2 cents, but i'm not sure how aggregating plugins by category (as the
latest plugin manager dialog does) is very useful.  there already is a more
flexible method for aggregating plugins by creating a 'blank' plugin that simply
depends on/requires the plugins you wish to group.  this is how most package
managers work these days with good reason.  for example, the 'Ruby' plugin (and
others) in the 'Features' category uses this approach (i think).

but the biggest problem with aggregating plugins by category is that categories
will often contain conflicting/competing plugins that do similar tasks.  for
example, if i just want to use the 'Foo' version control system, i don't want to
have to install the entire 'Version Control' category, which contains 'Foo',
'Bar', and potentially many other version control systems i don't need.

whoops, reopening.  the 'Deactivate' option should be moved from the popup to a
button.  the above reasons still apply.

Raising priority as it is really annoying that you are unable to deactivate all checked plugins in one step.

Deactivate option is either button on right side of Install tab and menu item in popup menu as well.
