Description: 
In Visual Studio's VSS support users may set an option that when they try to 
edit non-checkouted(read-only) file, the file is automatically checkouted, or 
they are asked if they want to checkout the file. 

VSS users asked on EAP list for making this possible in Forte and I also think 
this feature is very useful.

X Evaluation:
It can be done in a similar way as cvs edit in CVS.

Already implemented in latest dev and release32 builds.

Yes, this is already working for a long time. Verified in development build of 
NetBeans #209.
