I have 6 existing navigation rules.  They are not grouped together in
faces-config.xml - Navigator view.  Some are seperated by the managed bean nodes.
It will be nice a list of managed-bean nodes followed by the navigation-rule nodes
(Please see attached screenshot)

I agree.  It is difficult to look at with the navigation rules scattered between
the managed beans.  Can the JSF Configuration API always put the managed beans
at the top of the config file while the jsf rules are put at the end (or visa
versa).

Agree. IMHO there are two separates issues. The first one is ordering in the xml
file. Then in the general xml navigator can be sorted according the xml file. It
will work only for files, which are developed in the ide from beginning and if
the user will not break the sorting by hand. 

The second issue is ordering in the navigator. I'm not able to fix this for
general navigator, which displays the elements as are written in the file. There
should be special navigator for the faces configuration files, which will have
filters and provide logical views for the faces configuration files.

Creating the special navigator for faces config file is rather an enhancement.

This old bug may not be relevant anymore. If you can still reproduce it in 8.2 development builds please reopen this issue.
