Reproduced in build070416

Step to reproduce:
 Open Runtime tab
 Remove all server instances
 back to the project tab
 invoke New Project Wizard;
 choose SQL project;
 press Finish.

Button 'Finish' becomes disabled. Wizard window is opened.

To fix it look at the j2ee server related project properties. The best way to
fix it, is to  remove all unused j2ee artifacts (also see issue 91294 )

removed J2EE_SERVER_TYPE and J2EE_SERVER_INSTANCE values if the  default 
serverInstanceID is null.
