windows should resize to show all the contents of their buttons and labels -
since users might run at other fontsizes and since translated strings might
be longer than en ones, so hardcoding of a length of a string could cause
not all of the message/label to be seen.

the plugin manager install and refresh buttons do not show all their words
when using 14 pt font and with pseudo localized, but the same even happens
at 11 point default font.  
Even resizing manually does not help in this case, altho users should not need
to do that.

please check other ui items of plugin manager for this also.

Please correct the image, my browser reports: The image
“http://www.netbeans.org/nonav/issues/showattachment.cgi/40995/pluginmgr.resize”
cannot be displayed, because it contains errors.

Plugin Manager UI was improved by feedback of M9. This problem was already fixed
in M10.
